The strategy of "making up passenger transport deficiency with freight transport" vigorously implemented by China State Railway Group Co., Ltd. has achieved remarkable results and provided a strong support for the steady development of national economy. In February, the national railways registered a freight delivery of 289 million tons, with a year-on-year increase of 14.4%, a daily freight delivery of 10.31 million tons, with a year-on-year increase of 18.5%, and a daily car loading of 169,000, with a year-on-year increase of 19.1%. On 19th of that month, the national railways set a new record high (185,289) in single-day car loading.
On the premise of ensuring the safe travel of passengers during the Spring Festival, CHINA RAILWAY made full use of the transport capacity released by the drop in passenger traffic to decisively adjust the operation structure of passenger and freight trains and focus on the freight transport increase, and has achieved remarkable results. Before the Spring Festival, according to the car loading patterns during the Spring Festival over the years and the needs of the current year, CHINA RAILWAY formulated the differentiated assessment method for increasing freight transport volume and income during the Spring Festival that is grass roots-oriented and preferential to front-line workers. According to assessment plan, all CR regional groups decomposed their assessment goals to multiple levels and defined the responsibilities at each level. Within 10-day critical period for freight transport increase, the national railways registered a daily car loading of 171.5 thousand, with a year-on-year increase of 35,000 (up 26%) in the lunar calendar, setting a record high for car loading during the Spring Festival over the years. CR regional groups of Hohhot, Xian, Kunming, Urumqi, etc. all set their new records in single-day car loading. All CR regional groups also strengthened the transport organization of key supplies. They carried out special actions on coal supply, and well organized the transport of agricultural supplies to provide strong support for spring ploughing.
While focusing on the freight organization, CHINA RAILWAY allocated the passenger transport capacity more accurately and achieved continuous growth in passenger traffic. The passenger traffic of 16 CR regional groups increased significantly. CHINA RAILWAY also strengthened the passenger flow analysis and monitoring, optimized the passenger train operation plan, and precisely implemented the "one diagram per day" strategy. In view of the obvious increase of passengers travel willingness, CHINA RAILWAY adjusted its transport capacity arrangement in time to strengthen the passenger transport marketing and transport capacity allocation under its administration. It allocated the transport capacity in steps and timely arranged more short-distance passenger trains in popular sections, which better met the travel needs of passengers returning to work location, returning to school, traveling for spring tourism, visiting family after Spring Festival and traveling for business.
